Turkey has set standard construction costs to calculate real estate tax for 2026. 

Turkey has published General Communiqué No. 87 on Real Estate Tax Law in the Official Gazette on 9 August 2025, setting standard construction costs per square metre to be used in calculating real estate tax for 2026.

Property values will continue to be based on both construction costs and land value. Tax rates remain at 0.3% for building sites, 0.2% for buildings, and 0.1% for land and dwellings, with rates doubled for properties located in major cities.

The annexe to the Communiqué provides minimum, maximum, and average costs for 22 categories of buildings across eight structural types, including steel, reinforced concrete, wooden, and other structures.

Examples include an average price of TRY 19,135.02 per square metre for luxury-quality hotel buildings with steel structures, and TRY 16,089.13 for those with reinforced concrete. The detailed tables are available in the Official Gazette.
