The state of emergency is set to remain in effect for 60 days, with the option to extend it for an additional 60 days.
Venezuela published Executive Decree No. 5.157 in the Official Gazette on 8 August 2025, declaring a state of national economic emergency.
It went into force the same day.
This state of emergency was initially declared on 8 April 2025 and is set to remain in effect for 60 days, with the option to extend it for an additional 60 days. The Judicial Branch is required to provide a ruling on its constitutionality within eight days of the decree’s publication.
The national government says that foreign powers are waging a trade war to disrupt the country’s financial, monetary, and fiscal systems. The decree grants the national leader authority to implement any measures deemed necessary to ensure economic growth and development.
It also emphasises stimulating national and international investment, promoting the export of non-traditional products, and creating new sources of employment, foreign currency, and income.
Earlier, on 2 April 2025, the Trump administration imposed a 25% tariff on all goods imported into the US from countries that import Venezuelan oil, either directly or indirectly.
