Romania’s government approved ratifying the income and capital tax treaty with Andorra on 16 April 2025.

Signed on 27 September 2024, it is the first treaty between the two countries, aiming to prevent double taxation and combat tax evasion between Romania and Andorra.

It will take effect once ratification instruments are exchanged and apply from 1 January of the following year.

Earlier, Andorra gazetted the law ratifying the 2024 Andorra–Romania Tax Treaty in Official Bulletin No. 22 on 19 February 2025. Before that, Andorra’s General Council (parliament) ratified the tax treaty with Romania on 23 January 2025.
