Finland’s Ministry of Finance has launched a public consultation on a proposal on 10 April 2025 regarding abolishing the tax relief for electricity used by data centres and mines in Finland.
The proposal seeks to support the government’s policies to increase tax revenue by removing electricity tax subsidies from data centers and mining operations.
The proposal proposes to amend the Act on Excise Duty on Electricity and Certain Fuels.
The Act would be revised to reclassify the electricity tax for mining and data centers, moving it from the lower tax category (Category II) to the general electricity tax category (Category I). Under this change, the tax rate would increase from 0.05 cents to 2.24 cents per kilowatt-hour, resulting in a 2.19-cent increase per kilowatt-hour.
The proposed changes are expected to boost the state’s electricity tax revenue by EUR 58 million at the 2026 level. Of this total, EUR 11 million would come from mines, while data centers would contribute EUR 47 million.
The measure is set to take effect on 1 January 2026.
Stakeholders are invited to submit their feedback by 16 April 2025.
