The Mexican Congress is considering a number of measures that will form the secondary legislation in respect of the energy reform. The new measure will put through the details of implementing the energy reform and permit investment by private enterprises in the industry.
Regulations contained in the Law for Revenue of Hydrocarbons establish that contractors continue to be subject to general federal taxes including income tax and value added tax and set out other types of fees and royalties that would need to be paid under the new arrangements.
