On 6 April 2024, the Inland Revenue Board of Malaysia (IRBM) issued updated guidelines for the new electronic invoicing (e-invoicing) requirements, e-Invoice Guideline (Version 2.3, and e-Invoice Specific Guideline (Version 2.1). These two updates include editorial amendments, clarifications, and numerous examples.
The IRBM also launched the e-Invoice Software Development Kit (SDK) Version 1.0, This SDK includes libraries, tools, and resources with various functionalities, Application Programming Interfaces (APIs), and development guidelines. The SDK Version 1.0 aims to support businesses in integrating their current systems with the MyInvois System through API.
The IRBM has made it mandatory to issue a self-billed e-invoice for the importation of goods by the end of the month that follows the month in which the Customs declaration (K1) was received. For instance, if K1 is obtained at any time during August, the self-billed e-invoice must be issued by 30 September.
Regarding the importation of services, the self-billed e-invoice must be issued by the end of the month that follows the month when the criteria for the timing of imported service tax are met, which is the earlier date between payment and receipt of the invoice.
