A new website has been launched by the Platform for Collaboration on Tax (PCT). The PCT is a joint initiative of the International Monetary Fund (IMF), the Organisation for Economic Co-operation and Development (OECD), the United Nations (UN), and the World Bank Group (WBG). These four members collaborate to support countries through policy dialogue, technical assistance, capacity building, knowledge creation and input into the design and implementation of standards for international tax matters.
Capacity building and analysis
Through the PCT the partners coordinate their capacity building activities and provide information on their support for capacity development. Their analytical work supports efforts on tax and the sustainable development goals (SDGs); and provides analysis of topics such as tax certainty and tax spill-over analysis which looks at the effects of a country’s tax policy on other countries.
Toolkits
The PCT is also producing toolkits on international tax issues relating to base erosion and profit shifting (BEPS) and other related areas. These are designed as a reference for developing countries and can bring consistency in the advice and guidance given. The toolkits are used by the PCT members in their capacity building and training and are produced in consultation with concerned developing countries. Dialogue with the developing countries indicates the issues in relation to which guidance is most needed and these are then researched to produce the toolkits.
The PCT has already finalised a toolkit for addressing difficulties in accessing data on comparable transactions for transfer pricing analyses; and tools for the assessment of tax incentives for investment. Draft toolkits are available to help developing countries to implement effective transfer pricing documentation requirements; and on the taxation of offshore indirect transfers.
Other Documents
Other publications re available on the site including documents related to the Medium Term Revenue Strategy (MTRS). This can be used to provide sustained support to countries pursuing reform of the tax system to support implementation of the 2030 Agenda for Sustainable Development. The strategy can also provide fiscal policy support for a spending strategy by costing the SDGs and helping to develop spending plans to implement improved priorities for public spending. The MTRS can help countries by looking beyond the short-term annual budgetary framework and planning in an appropriate time frame to achieve the required goals.
Online Integrated Platform
Also available on the PCT website is the Online Integrated Platform (OIP) which is a database setting out domestic resource mobilization activities and projects by PCT partner organizations. Users can find tax-related projects and activities carried out by the PCT partners globally. A search can be done by country, region or organization to gain information on opportunities for future collaboration.

The website also contains tax administration knowledge resources to help with the response to the coronavirus crisis.
