The Kenya Sugar Board has released a draft legal notice inviting public feedback on the proposed sugar development levy as outlined in the Sugar Act (Act No. 11 of 2024), which was published in November 2024.
The levy, introduced under Section 40 of the Sugar Act, 2024, aims to support the development of Kenya’s sugar industry.
Key details of the proposed levy include:
- A 4% levy on the value of domestically produced sugar, to be remitted by millers as agents of the Board.
- A 4% levy on the CIF value of imported sugar, to be collected directly by the Board or its authorized agents.
- All levies must be remitted to the board by the 10th day of the following month after they become due.
The Order is set to take effect on 1 February 2025.
