PGA Highlights: June 2017

In the United States the following events have taken place under the several PGA during the month of June 2017.

Agencies Summary
 Federal Register Effective date for the ACE system as the the sole CBP-authorized EDI system:
The U.S. Customs and Border Protection (CBP) published a notice on August 30, 2016, in the Federal Register announcing plans to make the Automated Commercial Environment (ACE) the sole electronic data interchange (EDI) system authorized by the Commissioner of CBP for processing electronic drawback and duty deferral entry and entry summary filings. The effective date for the transition was supposed to be on July 8, 2017. But, this notice announces that the effective date for that transition has been delayed until further notice. See Details
Notice of 10th Annual U.S. Industry Program:
The United States Department of Commerce’s (DOC), International Trade Administration (ITA), with participation from the U.S. Departments of Energy and State, is organizing the 10th Annual U.S. Industry Program at the International Atomic Energy Agency (IAEA) General Conference. This is to be held September 18, 2017 to September 19, 2017, in Vienna, Austria. The purpose of the U.S. Industry Program is to highlight the benefits of U.S. civil nuclear technology to foreign decision makers in key export markets and to enable representatives from the U.S. public and private sector to discuss U.S. industry’s role in the safe and secure expansion of civil nuclear power worldwide. WTO agricultural quantity-based safeguard trigger levels:
This notice is related to product coverage and trigger levels for safeguard measures provided for in the World Trade Organization (WTO) agreement regarding agriculture. This lists of the updated quantity-based trigger levels for products, which may be subject to additional import duties under the safeguard provisions of the WTO Agreement on agriculture and also covers the relevent period applicable for the trigger levels on each of the listed products. Notice for applications for inclusion on the list of arbitrators:
Under the EU-U.S. Privacy Shield Framework, the U.S. Department of Commerce (DOC) and the European Commission have committed to implement an arbitration mechanism to give European individuals with the ability to invoke binding arbitration to determine, for residual claims, whether an organization has violated its obligations. This notice announces the opportunity to apply for inclusion on the list of arbitrators developed by the DOC and the European Commission. Applications should be submitted by July 14, 2017. Commercial learner’s permit validity:
The Federal Motor Carrier Safety Administration (FMCSA) proposes to amend the Federal Motor Carrier Safety Regulations (FMCSRs) to allow States to issue a commercial learner’s permit (CLP) with an expiration date of up to one year from the date of initial issuance. Public comments are invited and comments on this notice must be received on or before August 11, 2017. See Details
Effective date for modifications of the National Customs Automation Program (NCAP) tests:
This notice declares the effective date for the modifications to the National Customs Automation Program (NCAP) tests regarding reconciliation, post-summary corrections, and periodic monthly statements. But, previously, a notice declared that the effective date is July 8, 2017. See Details
Extension of import restrictions on archaeological and ethnological materials:
This final rule amends the U.S. Customs and Border Protection (CBP) regulations to reflect the extension of import restrictions on certain archaeological and ethnological materials from Peru. The restrictions are due to expire on June 9, 2017, unless extended. See Details
FAS Sugar TRQs for fiscal year 2018:
The U.S. Department of Agriculture (USDA) announced the fiscal year 2018 tariff-rate quotas (TRQs) for raw cane and refined sugars on June 30, 2017. Under this TRQ, raw cane sugar must be accompanied by a certificate of quota eligibility and may enter the U.S. until September 30, 2018. The Office of the U.S. Trade Representative (USTR) will allocate this TRQ among supplying countries and customs areas. See Details
