Federal Register Delay of effective date for TSCA import certification process revisions:
The U.S. Customs and Border Protection (CBP) published a final rule on December 27, 2016 for announcing amendments to CBP regulations on the requirement to file a Toxic Substances Control Act (TSCA) certification when importing into the customs territory of the U.S. chemicals in bulk form or as part of mixtures and articles containing a chemical or mixture. That document amended the regulations to establish an electronic option for importers to file the required U.S. Environmental Protection Agency (EPA) TSCA certifications to eliminate the paper-based blanket certification process. The changes were to be effective on January 26, 2017. This notice announces that the effective date of the final rule is delayed for 60 days from January 20, 2017. See Details
Delay of effective date for importing certain vehicles and engines:
The U.S. CBP published a final rule on December 27, 2016 in the federal register announcing changes to CBP regulations regarding the importation into the U.S. of certain vehicles and engines under the Clean Air Act (CAA). This document amended the regulations to permit importers to file the required U.S. Environmental Protection Agency (EPA) declaration forms with CBP electronically, and amended non- substantive provisions to update regulatory citations and delete obsolete provisions. The changes announced in that final rule were to be effective on January 26, 2017, but it declares that the effective date of the final rule is delayed for 60 days from January 20, 2017. See Details
Application to export electric energy:
Pursuant to section 202(e) of the Federal Power Act, the BP Energy Company (BP Energy or Applicant) has applied to renew its authority to transmit electric energy from the United States to Canada. Comments, protests, or motions to intervene must be submitted on or before February 17, 2017. See Details
Importer of controlled substances application:
The registered bulk manufacturers of the affected basic classes, and applicants may file written comments on or objections to the issuance of the proposed registration in accordance with 21 CFR 1301.34(a) on or before February 22, 2017. Such persons may also file a written request for a hearing on the application pursuant to 21 CFR 1301.43 on or before February 22, 2017. See Details
Delayed effective date for the ACE system becoming the sole EDI system:
The U.S. Customs and Border Protection (CBP) published a notice for announcing plans to make the Automated Commercial Environment (ACE) the sole electronic data interchange (EDI) system authorized by the Commissioner of U.S. CBP for processing electronic drawback and duty deferral entry and entry summary filings. The amendments announced in that notice were to have been effective on October 1, 2016. CBP published a notice in the federal register on December 12, 2016 for announcing that the effective date for the transition would be January 14, 2017. It also declares that the effective date for the transition has been delayed until further notice. See Details
Delay of effective Date for modifications of the NCAP tests:
A notice has been published in the federal register on December 12, 2016 by the  U.S. Customs and Border Protection (CBP) declares that the delay of effective date for the modifications to the National Customs Automation Program (NCAP) tests regarding reconciliation, post-summary corrections, periodic monthly statements and the transition of the test from the Automated Commercial System (ACS) to the Automated Commercial Environment (ACE). The modifications made by this notice were to be effective on January 14, 2017. See Details
Amendments in International Traffic in Arms Regulations:
The Department of State amends the International Traffic in Arms Regulations (ITAR) to enable U.S. Customs and Border Protection (CBP) to implement the International Trade Data System (ITDS) that will allow businesses to electronically submit the data required to import or export cargo under Executive Order 13659 and the Security and Accountability for Every Port Act of 2006 (SAFE Port Act). This final rule effects from December 31, 2016. See Details
FSIS Eligibility of Italy to export raw pork to the US:
This notice gives guidance to inspection program personnel (IPP) at official import inspection establishments on actions to take when verifying the accuracy of inspection certificates for imported raw pork products from the central competent authority of Italy.
